In public procurement matters, aside from challenge procedures, ZD Attorneys provides assistance throughout the awarding procedure for private operators, including: (i) analysis of the legality of the awarding documentation, (ii) preparation of DUAE and responses to clarification requests, (iii) compliance of partner selection procedures in associations from a competition law perspective, investigations of exclusion cases involving competitors, and the proactive preparation of challenge strategies.

Representation of a Romanian company: both before the CNSC and in court, in a public procurement procedure worth over EUR 30 million, regarding Execution of Works for Investment Objectives Managed by ANIF, under the National Program for the Rehabilitation of Romania's Main Irrigation Infrastructure, initiated by the National Agency for Land Reclamation (ANIF);
Representation of a Romanian company: both before the CNSC and in court, in a EUR 40 million public procurement procedure regarding “Design and Execution: Rehabilitation of the CHE Izvoarele Adduction Gallery”, initiated by Hidroelectrica;
Representation of a Romanian company: both before the CNSC and in court, in a public procurement procedure valued at over EUR 35 million regarding “Extension of Medical Clinic III – Surgery III Complex” initiated by the Octavian Fodor Regional Institute of Gastroenterology and Hepatology, Cluj;
Representation of a German company before the CNSC, in a EUR 40 million procedure for the procurement of hydroelectric power plant works, regarding “Structural Rehabilitation and Related Installations of Double-Hook Sluice Gates at the Porțile de Fier I Spillway Dam”, initiated by Hidroelectrica;
Representation of one of the biggest Romanian economic operators on the firearms and ammunition market in multiple judicial proceedings related to defence procurement 5/7 procedures through various activities, such as (i) representation in a challenge before CNSC and the Bucharest Court of Appeals against a negotiated procedure without prior publication for the procurement of pistols and ammunition in amount of ~ EUR 10 million; (ii) representation in judicial proceedings aiming at the annulment of a public contract in amount of EUR 8 million awarded through a negotiated procedure without prior publication for the procurement of individual weaponry and others.
