Dragoș is a business litigation lawyer with deep expertise in public procurement, litigation and arbitration procedures with a strong focus on major public infrastructure projects.
Since 2006, he has been advising major construction companies in a broad range of infrastructure projects, including civil works, roads and railways, hydro-technical constructions, water and sewage networks, treatment plants, waste collection and sorting stations, coal-fired electricity generation projects carried out in Romania and abroad (Belgium, Jordan, Egypt, Germany, Estonia).
Dragoș has been actively involved in improving Romania’s legal framework in the fields of public procurement and construction. As a delegate of the private sector in governmental working groups, he contributed to key legislative reforms regarding the adoption and implementation of price adjustment mechanisms, expansion of acceptable performance guarantee instruments, reduction of stamp duties in public procurement-related litigation.
In the insolvency field, Dragoș represents both debtors, particularly in the automotive and construction industries, by initiating proceedings and preparing restructuring plans, as well as creditors from banking, energy, insurance, and investment sectors in complex actions for the recovery of receivables and goods. He coordinates multidisciplinary legal teams, advising clients’ legal and executive departments on compliance and legal strategy to support business operations across regulated markets.
Dragoș is a FIDIC adjudicator listed on the ARIC President’s List, an affiliated member of ARACO (Romanian Association of Construction Contractors), and a licensed insolvency practitioner.

Alina is a litigation lawyer with extensive experience across a broad spectrum of legal areas, including capital markets, state aid, corporate governance, shareholder disputes, and civil and administrative litigation. She has led over 100 corporate litigation matters for Romania’s leading investment fund, demonstrating her strong capabilities in managing complex, high-profile disputes.
She has developed a particular focus on energy-related litigation, with an emphasis on contentious regulatory matters. Alina advises energy producers, distributors, and suppliers in multifaceted disputes, combining legal insight with technical understanding of energy sector operations.
In the insurance sector, Alina has supported clients through intricate regulatory challenges, especially in ensuring compliance with the Romanian Financial Supervisory Authority’s rules. Her work includes advising on approvals of acquisition and qualifying holdings, approval of board appointments, and the preparation and implementation of recovery plans under the Solvency II Directive.
Alina holds an LL.M. in International Business Law from King’s College London, where she specialized in International Business Litigation, International Commercial and Investment Arbitration, Corporate Governance, and Trust Law.

Ștefania has been practicing law and is part of our Dispute Resolution team since 2019. Her work focuses on insolvency proceedings, competition law, and administrative litigation, areas in which she has developed solid experience.
She has assisted clients throughout all stages of litigation, from preliminary analysis and strategy to courtroom representation and post-decision follow-up. Her practice also covers matters related to public procurement procedures, civil claims, and commercial contracts, where she regularly advises on compliance, risk mitigation, and dispute prevention.
Ștefania is valued for her analytical mindset and her ability to navigate complex regulatory frameworks, particularly in procedures involving public authorities or economically sensitive sectors. She takes a pragmatic approach to case management, tailored to the specific needs of each client.
Ștefania holds both an LL.B. and an LL.M. in Law from the University of Bucharest, with a specialization in Private Law.

Alexandra Vâlcelaru
Alexandra`s main specialization is employment law, with a focus on litigation area. Her expertise covers all range of litigations regarding employment matters, including litigations related to disciplinary dismissals and other disciplinary sanctions, dismissals for redundancy, discrimination and harassment, patrimonial responsibility, termination of employment agreements during the probation period, annual professional evaluation, working time and rest time, salary rights. Alexandra also provides constant legal advice to clients in specific and delicate employment matters, by means of drafting/ revising individual employment agreements/ internal rules and policies, assisting clients in exit procedures/disciplinary investigations/work accidents cases or immigration matters.
Since 2019, Alexandra is teaching Employment and Social Security Law at the Law School of the University of Bucharest.
Alexandra is a legal expert in various European projects and she regularly publishes articles in legal reviews.

Expertise
Former prosecutor in the High Court of Cassation and Justice Prosecutor’s Office, Liviu held leadership positions in the Bucharest Prosecutor’s Office, District 3 Prosecutor’s Office and Bucharest Court of Appeal Prosecutor’s Office from 1983 to 2004 and was a member and Vice President of the Superior Council of Magistracy (CSM).
With decades of expertise in criminal law, he offers expert legal assistance and representation at all stages of criminal proceedings across all levels of jurisdiction in Romania, specializing in cases within the competence of the National Anticorruption Directorate (DNA), the Directorate for Investigating Organized Crime and Terrorism (DIICOT), and the Prosecutor's Office attached to the High Court of Cassation and Justice.
Education
Liviu graduated from the Faculty of Law at the University of Bucharest in 1983 and completed the National Defense College in 2000. He has actively participated in numerous international conferences on diverse legal topics in locations such as Dublin, Madrid, Paris, Brussels, Strasbourg, London, Bahrain, and Zurich. Since 2010, he has been a member of the Bucharest Bar Association.
